Wobbling

Wobbling
Hi All.
I went to see a black 95 plate scooby wrx yesterday at a near by specialist importers.
The only problem I had with it, was one of the belts which was connected to what looked like the power sterring at the front of the engine bay, had a serious wobble on it, which put me off buying the car,
Does anyone know what im talking about, and seen this before??
any advice or is this something to stay away from!

Are you sure its wobbling and not just look like its wobbling because of an oil stain? If one of the pulleys is moving it will be making a horrible clunking noise.
