Not sure about Europe but check out giffgaff , that what I use in the uk £12.50 a month I pay and don't usually get anywhere near my allowance.
There are other options for less on there, never had a problem other than the occasional 3G dropout

You could get an international SIM card from GO-SIM, it's a SIM designed for use in multiple countries. You get a UK and US phone number and they do a data-only SIM package that comes with some free credit. It works everywhere in Europe, you can get a microSIM and they'll post it to your UK address before you leave. I used one in the US a few weeks ago, and it worked really well.
