You just gotta love the last paragraph in that article:
As a Formula One driver, Palmer, 47, raced in 84 Grands Prix between 1983 and 1989 without winning. His best result was a fourth-place finish in Australia in 1987.

Depends on which way you look at it. He did spend most of his career in normally aspirated cars at a time when turbos ruled the roost, so it was always going to be difficult for him to win a race overall. IIRC he was N/A champion in '86 or thereabouts, so not a total loser.
