What kind of tuning device is this?
Only curious btw. Is this used via the OBD to reflash or is it something else?

It is a plug in tuning box, a piggyback. It will probably intercept the airflow meter or other signals and trick the ECU into giving more air/boost and more fuel. Given the clever nature of BMW electronics and the things they record these days as well as specific anti-tuning measures, I wouldn't be too optimistic that it would not be undetectable and therefore give trouble if you have an engine or gearbox warranty claim. Just because it hasn't been detected so far doesn't mean it can't/won't be, or even that dealer reflashes at routine servicing will later enable detection and logging of "tuner" codes. The piggybacks on some BMWs have been playing a game of cat and mouse.

Detection issues aside what do you think of this method of tuning in general?
Is it as good as an ECU reflash?
Also where does it actually plug in? Into the OBD or into the actual ECU itself?

Whether it is safe depends on the tune, if tuned well it can be good. On a diesel the main issues could be exhaust gas temperatures, DPF failure, transmission failure, engine damage from high cylinder pressures.
Some are tuning similarly locked ECUs by bench flashing I believe, but don't know any specifics on your model.
