How to shoot yourself in the foot, by the Government.
1, Introduce a lower or zero road tax to entice the consumers into more economical cars.
2, Realise that you now have less road tax income.
Solution?
Introduce a road usage tax.

This was always on the cards, though.
They tried to increase taxes on cars, petrol etc as a way of making people use them less.
But the idiots forgot, as usual, that YOU CAN'T USE THE TAXES THUS GENERATED IN THE SAME POT AS ALL OTHERS.
If you do, you end up in the same position they are in with tobacco and alcohol taxes: one branch of government wants everyone to stop using, another wants everyone to start!
And yes, they ARE that stupid and THAT greedy!

If only there was some other method of pricing for miles driven. If only cars had to use some sort of fuel that could then be taxed on useage automatically, and thereby the old granny who drive 5 miles a week would pay less road tax than someone that drive 1000 miles a week, and it wouldn't need any extra bureaucracy.

Back OT... my local Cllr does not drive, never has. In his 60s and gets taxis paid for by the LA. I tired to discuss some traffic issues with him a while back and was told he could not help me as he did not drive!? WTF. The best he could come up with was that he would ask his taxi driver what he thought...

Do they think we're f*ing stupid. A two tier car tax system, a high rate one to use all roads and a lower rate tax for trunk roads only. IMO 90% of the motoring population will just pay the high rate. How is it good to force people make long journeys on trunk roads. Takes me 4 and half hours to travel 250 miles on motorways to make the infrequent visit my folks. Can't imagine making that journey on trunk roads so will have to pay the high rate tax. Everyone at some point will use the motorways and A roads to visit family and friends and day trips to attractions for the kids for example.
This will also increase traffic through rural areas and through towns and villages not built to take the likely increase in traffic volume. So the council will charge more in council tax to maintain and repair the roads in their borough. Will this really replace the existing VED based on CO2 emissions or will it be on top of what we already pay? They still need to show that this country is meeting it's obligations for CO2 reductions.
This will also increase traffic through rural areas and through towns and villages not built to take the likely increase in traffic volume. So the council will charge more in council tax to maintain and repair the roads in their borough. What really boils my p!ss is that no government agency is ever looking into ways of reducing expenditure, they're all looking at ways of raising revenue

And I wonder what percentage of the UK motorist drive between say 8am and 6pm on a week day for pleasure ? Doubt it will be double figures !
Most people need a car for a very genuine reason, its to get to work ( so a lot of my earnings can be squandered on those that cant be bothered to work).
Usual short signed idiots in government who dont have a grasp on reality
Stop messing around with road fund licence costs, fuel costs and sort out things like benefits cheats / fraud first, that is where will save more money

They will just argue that the tax scheme is working and will therefore continue milk automotive cash cow. The Government will spend countless millions on the feasibility study. I can see the DFT beavering away to come with new schemes to bludgeon the motoring public.
