It's because the jet-stream is way too far south. But what controls the location of the jet stream? Ocean temperatures??

Thermohaline circulation, im sure is the driver of wter motion. obviously other influncial factors.
but largely i think its the waters temperature that dictates the flow pattern it follows
IIRC it takes roughly 1000 years for water to circultate the globe and return to its origional position.

The position of the jet stream which is a high level thermal wind is purely an indication of the position of the Polar Front or the junction of the cold northerly air mass and the warmer continental air mass. It is that position of the front which affects the weather in general. The jet stream is generated by the horizontal temperature difference of the two air masses.

Just like any aspect of the weather, it is difficult to forecast the front's movement and therefore as we all know...the weather anyway!

Actually Les, forecasting the position of the jet is easy, it's the forecasting of the effects that is difficult.

Formation of lows on the jet exits and effects at jet entry are well understood, it's the magnitude and their tracks which are more difficult.

Cheers
