They should certainly get very heavy penalties, something that they would never forget or want to have to go through again.
There is something very wrong somewhere that they should want to behave like that. It must be to do with lack of parental guidance and I think that parents should be held responsible as well as their children for what happens in such cases. That might serve to concentrate the parents' minds a bit more.
Maybe they should try flogging for such violent offences. I bet they would not want to go through that a second time.
