Adobe Photoshop is the most common one for people to use. I have not got into it, but it does work well. Nearly all graphics stuff these days is either complex, or will just not do what you want it too.
If it is really basic image manipulation you want (resize, crop, basic effects) then ACDSee is great. Its fast to load, fast to manipulate stuff etc.
If you want to create images then you will have to learn something. It may as well be photoshop rather than using something else.

Anything can be downloaded, it all depends by what means
I am no expert on this topic. If most people use photoshop, then its probably a good idea to join them. I would say you would need a specific reason not to learn photoshop since everyone else is. It will make your skills more useful to you in the future if you can use the software everybody else does.

MGI Photosuite was awful when I last used it 7 or 8 years ago. PaintShop Pro is pretty good. It's also worth looking at something like PhotoShop LE or similar which is often bundled with cameras etc which will give you some of the functionality of PS full.
