Advice on games software as a present please

OK, I admit it - I know nothing about PC games software, but my bro-in-law is big into it. My sister knows that he's not bothered about shoot-em-up stuff, he prefers 'creative' stuff apparently.
We want to get him a good game (or several) for stocking fillers so I need to know of some good ones that you guys would recommend.
She says he has Sim City already, but anything like that would be good.

assuming he has a reasonable pc spec (P2450 > 64mb ram 32mb 3D Card)
Stronghold - build and defend castles - pour oil over people, build catapaults etc.
Age of Empires Gold Edition - build up your particular race, compete against the pc or online with people. loads of resource management, combat tactics etc.
i'll think of more l8r !
