MS Paint

Gimp is ok, but its free for a reason.

Photoshop is the only app you need, if you want any decent tools. Lite versions can be had for a reasonable amount, or free from *cough other sources

On that basis, have a look at Photoshop Elements. It's considerably cheaper than the full version and has all the basics you'd need to get started in photo editing.

If you dont mind stepping back a few years, adobe is giving away Photoshop CS2 these days, along with adobe acrobat 7 etc.

It should do, but you may get some issues, as its not supported/no more updates from Adobe for it.

Cheers, got it and installed OK. No idea what to do with it lol, just using it instead of paint for image cropping/resizing

Yea works ok on windows 10, I do get the odd window sat on top of the other issue but its fine.

I haven't been on a torrent site in donkeys years, I lost my account on the very good one I was on and never found another decent one I could get on.

I learnt everything I know off google and utube, loads of tutorials and things to get you used to different techniques.
