Mobile camera van in front of fixed camera!
Got a NIP in the post on Saturday... Hands up, was going to fast up to a well known fixed camera site.. All ready to slow down round the corner and there's a bl00dy mobile camera van right in front of the fixed one!
What's that all about ? Happy (ish) to accept the points but that's mad!

In situations like that it is obviously a revenue raising exercise and not a road safety exercise.
The fixed camera is doing it's job - Forcing people to slow down over a certain stretch of road that is presumably an accident black spot.
The mobile camera is there purely to catch people aware of the fixed camera. I bet they caught loads of people.
Which one is more effective? The fixed camera of course. By definition, the camera with the least recorded offences is the most effective in terms of fulfilling the official purpose of slowing people down.
