Royally screwed
Got a parking ticket just before the last bank holiday. 
Being a decent citizen I posted my payment (cash - how foofing stupid) in an envelope through the door of the Parking Shop on Bank Holiday Monday...
get home today to a letter telling me i haven't paid my parking ticket and that i now owe them £60 (double the £30 i've already paid)
so someone in the Parking Shop has light fingers.
needless to say i am NOT impressed

As quickly as you are pointing the finger at one of the parking shop employees, I'm sure they could just as quickly point it back at you and say the drop was never made.
To be honest, you have no case, and no one to blame but yourself, but you know that already eh?
