The prices quoted were for regular in Tokyo, and Tokyo prices are a bit more than here so I wouldn't argue with their $4.24 figure.
But you should take the overall costs of motoring into account, not just fuel. Japan's car tax is more than the UK and you pay lots of toll fees.
