Looking for a fairly cheap hotel or b&b (under £60 per room per night) in this area for 2 nights in Sept or Oct. I don't know the area, could anyone recommend one?

Obviously Richmond != cheap so you may struggle with that budget, sorry.

Best of the less extortionate end is the Richmond Park hotel , just by Richmond Bridge, about £45 pp

Hi,

Richmond Park Hotel does look like one of the cheapest hotels in the area, there's a list of some of em here. Also you could try one of the three B&Bs listed here. Based on budget and location i'd go for the bottom of these (queens road)...
