Default 96 WRX starting problem

My mate has a 96 wrx.

A while back the car jumped the timing and broke a few things (excatly what i couldnt say for sure.)

All broken bits have been replaced. (work was done by another mate)

I know 1 head has been replaced with a recon unit.

He has also done away with the aircon completly.

The engine is now back in and upon trying to start it she just wont fire up. engine just turns over.

any suggestions as to what might be wrong?

Phoned my mate and asked him to do read the fault codes just in case.

I told him to look for the 2 green plugs tucked up under the steering column and 2 black ones. Male/female connections on each.

he connected them together and switched on the ignition!

All that happened was the fan came on and went off, then on again and so forth. even when the keys were removed from ignition it continued for about 10 sec.

He checked the plugs were fully connected (they were) and disconnected the black ones. leaving the green connected.

Same thing happened, fan on, fan off, fan on.. etc

There is also a constant clicking sound, like someone is strangling a cricket

Very confused.!

Rang him at garage but no answer. I'll catch up with him tomorrow and update this thread.

Checked fuel and spark, this is ok.
he is 100% sure the cam belt and cams are correct.

Connected the 2 black wires under the dash and there is no fault codes, it gives the I'm ok 0.5sec flashes.
