Default scenarios for ecu to prevent boost - actuator pressure. poor running at cold

Hi all, im still trying to find a problem with my car so bare with me and please comment if you can help out at all it would be much appreciated.

first of all its a my00 classic uk gc8, ppp ecu, sport cat downpipe, cosy panel filter, otherwise stock.

I have been trying to find the cause of the following issues... rough running, lumpy and power loss at low rpm when cold, after 5 minutes this completely disappears. and inconsistency in power sometimes it will feel great and others no very under powered even though the turbo is still showing a solid 16psi and always does. now I have also noticed that sometimes it will limit boost to actuator pressure. if you come off throttle completely and go straight to WOT it will do full boost as normal everytime really, but say you are cruising at say half throttle for a while(an island or bend for example) the plant from half to WOT out the bend it will go to actuator pressure. as soon as you fully depress and go WOT again it will boost fully as normal.

So im wondering what scenarios will cause an ecu to go to actuator only pressure?!?! I am starting to think it may be THROTTLE POS SENSOR related now. what do you guys think?

here is a long list of parts I have changed to try and remedy the problem, oh and I think it may also be worth saying I have checked for fault codes... all clear and drove with both connectors connected to do a system check and ecu reset all still comes back ok.

I have replaced with genuine parts the following...
maf
lambda
knock sensor
coolant temp sensor
intake hose replaced all vac lines and gaskets on intake manifold in case of vac leak. all ok.
boost solenoid cleaned then replaced with 2 other genuine items
idle control valve removed, cleaned and relaced with new seal
new plugs, new leads and new coil pack.
turbo health looks fine, no play, no bad smoke, no oil or water consumption, car still starts fine. stock d/v fitted.

as you can see from the above this has been going on a while now and starting to get me down a little lol. so any help would be great. many thanks. aaron.

Take it to a specialist to try to find the fault, you've found out the hard way why just changing things can cost alot of money and not fix the problem.
