It is a type of 'bleed' valve incorporating a ball & spring It is placed between the turbo outlet nipple and the wastegate actuator (making the oem solenoid redundant) when the boost rises air is bled away until the spring pressure (which is adjustable) is overcome lifting the ball off its seat which allows air to reach wastegate diaphragm thus opening the poppet if the pressure is sufficient
