Defrag and Scan Disk wont start

Cheeseboy had this problem with 98 defrag and it is due to the defrag executable being corrupt you need to download from the MS website the ME version of defrag, search on the MS website for defrag problems and it will tell you what is wrong and how to fix it.

i added those lines exactly as you wrote them (and the pc put a small picture of a pencil at the beginning of the lines i added)
in autoexec.bat as you said but when i try to defrag.....it satys on 0%....
do you know why?
