Right basicly send yourself 3 mill spam it on infra also get ric or whoever wants some tech to send you 3 mill (you send them the tech in 10 days or whatever) use the cash to spam more infra once youve got a decent amount sort your trades out so you max your population rapidstyle so you can bump up to improvements faster then you really should for example
Wheat,Sugar,Fish,Cattle,Pigs,Gold (tech discount),Lead,oil (you then get microchips so tech discount there)
that should boost you so you can buy improvements so you need to buy improvemets to discount your tech
for example
School x 3 + University x 1
but also get clinics and hospital as it = more people so more improvements - once you get to a point when your well ahead on improvements go for a money making trade set but keep gold and microchips

get some people under your belt before you sort your trades out or you wont boost properly so either set your trades out to start making money or spam infra then boost with citizan resorses etc
her nation has the following improvements but she is now -5 imporvement slots due to lost trades etc but its worked apart from the lost microchip resorce
Banks: 5, Clinics: 5, Factories: 2, Foreign Ministries: 1, Harbors: 1, Hospitals: 1, Schools: 3, Universities: 2,
