Default Transferring used tyre to a new wheel.

My Son recently had to replace an alloy, took it a local fitter to get the tyre swapped over to the new wheel, they refused to do it stating it's now against the law to fit used tyres to new wheels they eventually did change it after some persuasion.

I'm assuming this is a load of rubbish, what's different about a new wheel ?.........can't find anything on Google. The tyre wasn’t damaged in any way, the wheel had to be replaced after a nuclear powered air gun cracked the hub.
