Default Second hand vehicle check - best way

What is the best way to check if a vehicle for sale has outstanding finance or has ever been written off?

Have heard a lot of people advertising these services are cowboys so who does it right?

i need to see if a car is motd but dont have logbook or last years certificate. all the check sites want the number off one or the two ??

lol if i had the last years cert i wouldnt need to check would it

seems stupid

£19.99 sounds alot, but its not really for what it is, could save you alot of ball ache.
