From experience, it's best to have an outcome in mind BEFORE starting on something like his.
That way you avoid the pitfalls of buying twice, and/or of being disappointed.
Decide what he wants it to do, produce, be used for etc, then ask us again.

A lots of questions to be asked:
What's he trying to achieve?
Budget?
An engine rebuild or just some gaskets etc?
Maybe it would be easier just to drop a classic STI engine in ......

2.1 stroker, STI Heads, bigger turbo, uprated clutch....mate the list could be endless. As above he needs to decide what he wants from the car, ask him how much power he wants to acheive before anything.

lol sorry guys should have explain it more well budget is about 2k but he wants to get it to 400bhp hes putting light weight pulleys on now he just want some avice on where best to start

Forging the engine is a good start but won't see any power gains & will cost a lot more than 2K, but it will give a strong foundation to build on towards hitting 400 BHP. Most people never hit anywhere this level unless prepared to invest a lot of time effort & money in their car.

400bhp and £2000 do not go together my friend, trust me I know.
For starters, a standard classic WRX engine will **** itself shortly after the first boot full.
And if somehow it manages to hold together long enough for you to change gear the box will destroy itself, and trust me, I know that too.
400 bhp in a classic can be had pretty cheaply, the expensive part is having a reliable 400bhp.
Your brother really needs to join up to this site and do his research. Without doing that at the very least he will be in for much upset.

he needs the engine sorting so its capable of taking 400 ponies, sti lump or a forged engine, then transmission/brakes then he can look towards bigger turbo`s/injectors and coolers,.

As above, his engine needs to be able to take 400bhp before he even considers anything else. Unfortunately that costs a bit more than £2K though.
Plus all the other bits he'll need, gearbox is a big hit too.
He needs to be looking at a budget of £10,000...minimum. And that's serious buddy not an exaggeration.

Lateral performance do a 2.1 stroker for just just under £1500 plus VAT
Injectors, FPR, ECU, Intercooler, Turbo, Exhaust are just some of the things. Then theres Brakes & Suspension.

i'd budget to replace that chocolate 752 gearbox if you're planning to run 300+ tbh.
Power wise, as plenty have said on here, your wrx lump will take a dump once you start heading over 350bhp.
2k budget, i'd go for the following
VF34
FMIC
Harvey headers and up pipe
panel filter
Walbro pump or similar
3 port boost solenoid
Upgrade to a 754 box from a newage
decent clutch/flywheel
cambelt change, gaskets etc.
remap via esl or simtek
That should see 330-350 and some sort of reliability.

good advice hamster, 400 is a hard no. to reach, i`m high 300s, on the edge with my box and already gone through plenty of moolah.
be realistic or save his wonga and buy a car with it done already off some other mug whos spent the dollars

Why would you need a FMIC when the target is only 350bhp?

mahle big ends
mahle forged pistons
cam belt
new oil pump
11mm head studs.
clutch.
search for the power at a later date when he has the money but build a strong engine now ready for it.

Top mount is fine at 350 especially an sti top mount. But why splash out on things like a front mount now with the intention of 350-400 before doing the parts i listed above? Build the foundations before the building is the way forward, especially if you only have 2k to start with. The bolt on goodys can come at a later date without the need to re do work thats already been done.
Also bear in mind this is an old car and not in tip top condition if the engine needed to come out to fix existing issues. To start thinking power now with a 2k budget is only going to end in tears. Build a strong realiable engine that can be pumped up in the future.

i would add rods to it too then think about the power, but why 400 bhp?
a 350bhp on a classic make a very fast car and cost effective but for another 50bhp you will need 6 speed, brakes, turbo,added to the list which aint cheap to have it.
just aim for a 350 and build your engine to be reliable.
