Could be the wiring itself, check to see if it has blackened under the insulation - maybe carry out a resistance check if you have a multi-meter

All you can do is check the wires or earths without a meter, really you need to check the 12v feeds and make sure your getting good earths fed in and no power shorting into them, are they standard bulbs?Hopefully its not cooked wires and its something simple.

That's different then, are the HIDs main and dipped beam?

If the ballast has failed you'll not get the current you need, again swap all the HID parts left to right and see if the symptoms are the same.

When checking the plugs, just pull them off and any problems with current draw/heat will be obvious. Check the connectors for rust, and when looking at the wire it should be clean looking copper - if it is black or has any sort of deposit then it needs further investigation.

I've swapped them over and have made no difference, I've checked all fuses, earth points and wiring. Is there a relay for high and low beam?

Don't you just hate it when that happens, had my dash in bits last week, multimeter out, re-wiring all over the place because the stereo stopped working. About an hour later realised the alarm wasn't working and neither was the interior light. Stereo fuse under the dash was fine, but the cabin fuse under the bonnet had blown

Try swapping the bulbs over and see if the other fuse/fault moves you might have a shorting one.

I thought about putting a normal bulb in on the passenger side, is it possible I've knocked the bulb filament out?

Like I say lights were fine when we left then after a 5 min drive round b roads to check suspension was ok we pulled back on drive and noticed it

If your blowing fuses i doubt that would be the filiment gone but sometimes they have been known to short down in the base of the bulb drawing of too much power and blowing the fuse.

Default similar problem

I seem to be having a very similar problem. I realize this thread is a couple years old, but if the OP is around would like to know if it was ever resolved and how...

In my case, we noticed the passenger headlight was out and replaced both bulbs. After putting in the new bulbs the passenger light is still out and we noticed the parking light on the same side is also out. High beam turns on but seems dimmer than the other side.
