what boost gauge are you using?

They vary a lot (-+0.1 bar is common)

anywhere between 1 and 1.25bar

I'd say you're about right, peak boost and constant boost are 2 totally separate things, your boost gauge is probably not quick enough to read the peak value so it's holding circa 1 bar which sounds ok.

My 2003 STI was mapped by Bob, and my boost gauge was digital so I knew it was peaking 1.4bar and holding 1.1-1.25
