Its a dealer supplied Subaru part: or at least, it used to be.

You can also try:

Subaru Cargo Step Panel-Resin - E771EAG000

You should also be able to order this via a dealer - part number is on subaru's UK website.

Silly question, but i have one for a Classic, will it fit a Bug Eye or not?

Would be much cheaper than buying one new, i think it's in good nick, will dig it out if someone can confirm it would fit or not?

I think Jonnys3's one is for a Legacy.
Subaru Cargo Step Panel-Resin - E771EAG000

They do an inner guard as well.

Cargo Entry Guard - Stainless Steel

Resin Rear Bumper Protector

Stainless Steel Rear Bumper Protector

I have the stainless one above fitted to my MY03 WRX.
