I neither think it is simply too lenient nor too harsh - it is however too lenient on the wrong people and too harsh on those who should be shown leniancy.
Yesterday the news was filled with the story about the 21 year old who was let off of a custodial sentence for GLASSING A PUB LANDLORD because he shed a few tears in front of the judge. When interviewed afterwards, the scumbag insisted he was crying because it was unfair and he didn't feel he should be sent to prison, not out of any feeling of remorse.
On the other hand, get caught "speeding" at more than your 10% plus 2 and you could lose your licence, your job, your home due to subsequent inability to meet mortgage repayments, etc, etc.
Justice? Not in my opinion...
