Budget, spec, year, etc
Plenty of cars out there, but no point recommending a main dealer if you've only got £4k, or Cut'n'Shut Motors if you've got £16k+.
Tell us more what you're after and we'll try and help. My 03 WRX PPP is for sale if you've got £12.5k or so and there's nothing wrong with buying off here. Most of the cars sold on here have been owned, serviced, maintained and driven caringly by enthusiasts, unlike the dodgy stuff you'll see on 2nd hand car lots that have been through the auctions and ragged to death then treated to a quick valet. You can check out the sellers post history to gain an insight into how they've treated the car too.

If im looking for a car try the usuals autotrader/pistonheads etc an if that dont find me anything decent go on google and put in impreza specialists or impreza for sale (uk search obviously)but you`d be amazed (if you`ve got time to browse through)what there is.Got mine from http://wickedkit.com/ they specialise in evo`s and scoobys, imports mainly but do get the occasional uk car.

Am really after a turbo 2000 classic around the 1999 age, and mica blue just to be picky, modifications don't bother me, just want a nice clean looked after example, what kinda money should i be expecting to pay

IMHO anyone who lets a classic turbo with mileage like that go for under 9k would be daft!!! They're going to start appreciating in value now, as lightly used ones become increasingly rare.
Of course, the fact that I have a lightly used MY99 has nothing to do with my opinions on the subject!!

To be honest classics have come down in value a lot gave £10,500 for mine about 2.5yrs ago with 26,000 miles on the clock-since then reckon ive spent about 3 grand in mods and if im bein realistic think i`d only get £8,000 at a push, you can get an average-good bugeye for the same money if you want,chuck some morettes in an ya laffin.(wouldnt want a bugeye meself though)
