Not unless it happened to be a 2.5, or had appreciably different gearing to the UK version of the car.
Maybe it's the Max Muppet rear wing that makes the difference.
Incidentally, if you ran a JDM car on Optimax alone, it wouldn't perform as well as its official figures (on 100RON Japanese fuel) suggest...

The JDM sport is IIRC 150bhp or there abouts, so 8 seconds does not sound too far off.
Standard UK sport pre 99 is 115bhp post 99 is 124bhp. Although us sport owners are trying to get a rooling road session sorted out for early next year so we can see what is really going on under there.
As with all these things the JDM get better than we do

Nexuas, the US spec Impreza 2.5RS does 0-60 in 8.1 seconds, and that's with an extra 500cc displacement, giving it 167bhp and, even more importantly, 167lb/ft torque.
A Japanese market 2.0 litre engined car running on our fuel will be closer to the UK Sport's performance than it will be to the 2.5RS's, given that it has the same size engine, and is not running on the petrol for which it was designed.
While it probably would manage 0.60 in 8.something seconds, it would appear that there's an element of exaggeration in the "eight seconds" claim.

The "How do you get one here" question is the same as importing any other car from the USA. There are a few agencies who'll do this, although I haven't a clue how good a deal you'd get. I believe the classic shape RS is available in both two and four door form (Impreza coupes are two, not three door. )
As people in the USA drive on the right, US market cars are left-hand drive.
I'd imagine the insurance for one of these would be around the same as a UK spec Impreza Turbo 2000 AWD, given that an RS would be loaded as an Import. Obviously, in this case you'd choose the UK Turbo...
