for 17k you might be able to get a P1, I would guess EV0 6 would be in that price range. Both amazing cars. But I would go for the p1 (obviously).
Evo 6 is the best looking of the evo's IMHO. But the P1 is a P1, both cars have done the majority of their depreciation, and will be fantastic to own and drive.
The Evo 6 will be slightly more money to run and own, With The P1 you have a bit more exclusivity.
your choice and good luck.
p.s get a P1. :-)

evo 6 everyday of the week.
ignore the bit about increased service cost, that is simply the reoiling of the ayc diff and is under £80.
problems come from poor range due to small fuel tank, but evo is a more focused driving experience, and fom behind the wheel, faster.
not too sure on the exclusivity thing, I see far more P1s than i do evos, in london anyway.

Good choice go 4 P1 so obviously. there is 3 P1 available on ebay.co.uk automotive section. Go for a look.
But personally, if i got 17k-18k, i would like to go for a Skyline GTR 33 V-spec.
Good luck m8

personal opinion if your not going for an STI-8 go for an EVO the only scoob to ever pull me away from the EVO is the STI-8, i just love evo's to much you can get yourself a decent 5 for that money 6's will still be around 21k for a good example
