ultimately the clerk of the course (trev @ straightliners) decides that on the day, certainly with normal wet weather its unlikely to affect the event, and as top speed traps are not being run i cant see there being a problem.
hoever, if the weather was as poor say as at the last rwyb last season with standing water in huge puddles then i expect the 1/4m may be curtailed at that point. the runway does dry out well given chance and with cars running thro at lower speed can be cleared if heavy rain standing etc. Owners of cars runing dot marked -drag radial type tyres would then be advised to change back to full treaded road tyres, or not be allowed to run until it improved.
the handling cct however will no doubt be much more fun if it is wet!
