Thats a whole heap of ponies. Where else will you be able to get 400bhp for 40k? (with a warranty)

Yep, and they'll have done it for exactly the same reasons - namely sidestepping type approval/emissions regulations.
In this case though, the level of modification necessary on the Mitsu sounds way more involved than was the case with the WR1, if the spiel is to be believed. If the engine needs a complete strip and rebuild, it's likely that the delay between paying your money and actually receiving the car will be considerably longer than WR1 owners are experiencing.
...Unless, of course, Mitsubishi Motors UK are significantly more efficient than International Motors, which is always possible.
