If a car is being chased by police and smashes cars, power lines, buildings etc thrn who pays the victims?

Nobody, the owner gets shafted AFAIK.

Government run insurance scheme but its a PITA to make a claim

Assuming the driver is not insured then people get paid compensation for their injuries via the CICA, Government agencies like the NHS don't have insurance so they pay for any damage from the taxpayer and private firms should have insurance themselves, people with damaged cars claim off their insurance........

Driver of the stolen / uninsured car gets a slap on the wrist and pays £15 victim surcharge....

I was watching the rock and after seeing the entire street all smashed up it got me thinking about it.

So if your only third party your screwed.....

The "third party" is everybody apart from yourself.........you don't get anything to fix your own car.

If you have third party which is the minimum then everyone and everything you smash into is fine.

Wouldn't surprise me. I've always been given higher quotes with third party than fully comp. I have no idea why.

MIB pay out in cases of uninsured accidents.
You pay a surcharge on your insurance to pay for this.
It does seem a bit odd that people are coverred for uninsured losses caused by motor vehicle accidents but not by other forms of uninsured damage, but there you go
