The reason for not deporting him is a legal fiction.

He received his first reprimand in 2004 for common assault, and was then convicted of a further 12 offences over the next five years.

On the flip side he was five years old when he arrived in the UK.

He should have had long enough in this country realise right from wrong. Therefore I blame the parents, his brother is no better... so deport the whole family!!
