We might complain sometimes about how lenient things are over here, but at least we don't have to worry about being shot down by our own jets!
Can't really think of the reasoning behind shooting the planes down anyway. Presumably before they're out of Peru airspace with the drugs? The planes have to land sometime, so what's the problem with following them?

From what i can gather.
Plane did not have an authorized flight plan? - fail
The tried to contact him on only 1 frequency ? - utter fail
The pilot did not seam to notice the military until they fired upon him?
Somebody who spoke english said that the pilot was in contact, and then they shot him down - fail

Having seen that shameful example of gross incompetence, maybe you will realise why we always planned to remain at a safe distance from any of the US military especially under wartime conditions!
I have still not forgotten the RAF Tornado which was shot down by the US with a SAM when he was returning from an allied sortie inside the correct pre-briefed height band with his identification radar squawking the correct signal to identify him as a friendly aircraft!
Both crew members were killed!

Hmm, but the CIA are only there for eyes and intel in this kind of thing. Thats why you hear someone else taking the situation to the next level and giving the orders...
I think the CIA boys did quite well myself. They did speak up - but at the end of the day they were not in command, they were not even in their own country!
This is why some light a/c have rear view mirrors!!!
