Lots of victims don't report 'petty' crime, because they have no faith in the Criminal Justice System. I don't include the Police in that statement, their hands are effectively tied due to paperwork, and the system being unfairly weighted in favour of the criminal.

Could be that some crime isn't reported ... but that crime hasn't been reported for decades in any case (like someone stealing your Window Wipers, for example).
So, I'm not sure whether crime isn't being reported where it would have been 6 months ago.

Well we recently got something of quite alot more value than a windscreen wiper nicked and reported it. Nothing happened, no visit, nothing. Later got a letter to say the case had been closed and here's a victim support leaflet. Won't bother next time.
