Default Another Ebay Scumbag

After seeing how well you all did with the Hightee Hana Butzlaff case I thought I'd ask you guys to help me out with another scumbag.
I don't think they are gonna be as fit as Hightee so the pictures might not be as good but I'd still like your help!

Here goes:
In January i bought a set of 9 Dewalt power tools from a bloke in USA.
I did my research on how much they were costing from other sellers, what 'best offers' he had accepted in the past and went in slightly lower.
I had my best offer of $610 plus $185 p&p accepted (about £420 in total)

I paid within minutes and had an email from him within a couple more minutes thanking me for payment and saying delivery would be 4-6 weeks and if there were any problems let him know.

6 weeks later i let him know they haven't turned up and he offers to send another set (and claim on his insurance for the 'missing' ones), or refund my money - I really wanted these tools so i asked him to send them again.

Communication was still very prompt, he seemed helpful and his over 2000 positive feedback gave me confidence.

5 weeks later i start asking questions about the courier he used etc - he said he ships plenty of these kits to UK successfully.

A week later, i go to send him a message saying it doesn't look like they are going to turn up, so unfortunatly i'm going to have to have a refund only to find that he has recieved 48 negative feedbacks in the last month and has made his feedback private and is 'No longer a registered user'!

Its quite possible that this user has had his account hijacked and someone done a runner with the money

Can you not open an incident with Ebay? I have telephone support with them now, do you have the same ?

theres a sticky asking to not use this site for ebay problems due to lawsuits .
although can understand your frustration

but mind you , you havent named him have you so theres prob no problems !!
and anyway im a newb to so it aint my place to say .

I thought you could do that upto 90 days after the auction, so on the 80th day i tried and found out it has to be within 60 days!
