Because they know:
A) The chances of being caught are zip
B) CCTV evidence is useless, (as admitted by a top copper) unless you've got a number plate around your neck
C) Even if you did get caught, it would be your right "innit" so you couldn't get done.
D) Sentences are a joke, the best they could get is 2 weeks in marbella, prison, god forbid, thats for litter offences & motorists
