The USA in their wisdom now wish to vet anyone over - flying their airspace, even if they are not subsequently landing in the US.
So if I , say, wish to fly to Toronto, I'd have to give my details to the USA because my plane will fly over part of their airspace.
Stuff that.
I have chosen never to visit the USA again due to their draconian security rules. But , for them to now propose to interfere in journeys to other countries, sorry but it is a step too far.
9/11 was a bad thing. But I do feel the USA are over reacting just a tad now.

American and the acronym OTT seems to go hand in hand so well. Although I like their immigration controls at airports now....the UK needed that 20 years ago.....And still needs it, although its obviously far too late now.
Mind, anyone flown into Israel? I went almost 20years ago - and the plane had a military escort by an Iraeli fighter jet. We landed at an aiport that looked more like a military base, and every single peice of our baggage and person was thoroughly hand searched before being allowed out of the airport. Even though we and our baggage was already checked and sealed at LHR in a seprate security area specially for "at risk" flights.
The same happened when leaving.

I have since learnt that you can get a letter from the Israeli company you are visiting and it reduces the questions.
