An Incomplete Quadriplegic but a disgrace all the same. Any amount of damage could have been caused as a result. Suspension should lead to a stoning for that, the heartless ba stards.

It said he was brought in on warrant after a traffic violation, i'd imagine he comiteed a minor offence, they checked his details and he was wanted, which could be for anything from drugs to firearms.
Still doesn;t excuse the treatment though.
