I only really use my PC for surfing, would a (24" W/S) TV be up to scratch for this when used a 32mb Tv out card? i know it wouldn't really be any good for games, but I've never seen this done.

Personally I think it would work better the other way round - OK for games, no use for surfing. I've tried surfing on a TV and it's quite a painful experience, squinting to make out fuzzy characters and getting a headache from the flicker.
I really think you need a monitor this time

I've never tried using the pc out. If your tv is lucky enough to have a pc input then no prob. Friend has a Sony FD1?? Has a PC video connector. He surfs the net on half the screen in 800x600 and watch tv on the other half / ps2

PAL (UK picture format) is 720 X 486.
Trying to read much more than that resolution on a TV is going to end in tears
Stick to 640x480 (or 800x600 with a decent TV) and you will survive.
