Yet more indecision from Westminster
Also they are now only applicable on 4 bed detached houses and the HIP's have to be commissioned and not completed for a house to be put up for sale.

HIP costs £600, fine if caught selling a house without one £200.

As I see it, it's a farce.

Mortgage companies will request a 'proper' valuation survey regardless.
If it's not a new or newish place, you'll want a proper structural survey done as well.
There's only enough govt. officials to 'sign off' the HIPs to service 10% of the market!
All in all, it'll make the house buying process longer and more expensive and offer little real value to any prospective buyer.

Apart from that, when YOU are BUYING a place, YOU will want to check it out with your OWN people, not some govt official or someone the seller has got.

So, ultimately you will be doing your own surveys anyway so what is the point of these HIPs?

As for 4 bed houses, well I'm sure there's a nice house round the corner with 3 bedrooms, all with LARGE walk in wardrobes, a large study, a gym and a games room so they'll be excluded

Interesting that much of the justification for all this is the Energy Efficiency certificate, so if your house isn't efficient what happens? Also consider that your council tax is likely to be higher if you have luxuries such as loft insulation and double glazing in the near future and it all seems to be damed if you do, damed if you don't.

I understood this as £200 PER DAY if you dont have the HIP whilst the house is on the market? Is that not right?

I did think it might be another way of them snooping in our houses to see what they can put the next tax on people owning!

We're trying to sell our house at the mo, at least I can now switch agents if the current ones aren't performing!

Yep. Apparently her department are under fire at the monet since they STILL haven't got a proper plan for affordable housing in the Thames Gateway, despite all the money it's cost so far, and all the BILLIONS that it WILL cost.

Trying to sell at the moment and these HIPs have caused the market to become flooded as everyone was in a rush to get on before 1/6.

Pointless.

So a massive ultra desireable stunning huge country house for £2million with a rubbish energy report is really going to deter some rich determined person from buying it.

Or in fact stop people gazumping? In fact the gazumping thing I really don't understand at all

Same here Coffin. We were planning to put ours on the market around August remembered the HIPs thing and wazzed it on 2 weeks ago... First viewer out to it tomorrow...
How can any government plan something for 10 years and within a week of 'roll out' defer indefinately? It's beyond incompetence.

Reason for the HIP's is that the Gov are expecting a minimum of 110 Million in VAT which they hav levied on the packs. Its a stealth tax.....
So they really didnt want to put the release back any, they must be gutted.

In order to stop gazumping, adopt the French sytem:

Buyer makes offer to vendor, via notary. At that point, ALL other offers are intercepted by notary.

If vendor refuses buyer's offer, property once again open to offers.

If vendor ACCEPTS buyer's offer, both buyer and vendor lodge 10% of sale price with notary.

Should EITHER drop out of the sale for any but a really good reason, (failure to get mortgage, found out there was a motorway planned through the garden etc), the other party receives BOTH 10%'s.

I appreciate property is cheap in France, but over here that's a £20K stake for the seller (on an average property) to find before they can accept an offer. While it may well deter gazumping it can't do much for the market as a whole.

Nah, for larger properties, you've to put in a marker. Once it's sold, or you drop out, your marker comes due. Don't pay it and off you go to nick.
