Also they are now only applicable on 4 bed detached houses and the HIP's have to be commissioned and not completed for a house to be put up for sale.

As I see it, it's a farce.
Mortgage companies will request a 'proper' valuation survey regardless.
If it's not a new or newish place, you'll want a proper structural survey done as well.
There's only enough govt. officials to 'sign off' the HIPs to service 10% of the market!
All in all, it'll make the house buying process longer and more expensive and offer little real value to any prospective buyer.
Apart from that, when YOU are BUYING a place, YOU will want to check it out with your OWN people, not some govt official or someone the seller has got.
So, ultimately you will be doing your own surveys anyway so what is the point of these HIPs?
As for 4 bed houses, well I'm sure there's a nice house round the corner with 3 bedrooms, all with LARGE walk in wardrobes, a large study, a gym and a games room so they'll be excluded

So, the original idea was that they would stop gazumping. But then so would accepting an offer becoming legally binding - as in Scotland I believe - and would involve LOTS less bureacracy and staff. Then they changed the emphasis to the current *must have* - it was needed for climate change. You don't have to be a genious to see that it all about power and tax take. i.e. feathering the government nest more.

Interesting that much of the justification for all this is the Energy Efficiency certificate, so if your house isn't efficient what happens? Also consider that your council tax is likely to be higher if you have luxuries such as loft insulation and double glazing in the near future and it all seems to be damed if you do, damed if you don't.

We're trying to sell our house at the mo, at least I can now switch agents if the current ones aren't performing!

Trying to sell at the moment and these HIPs have caused the market to become flooded as everyone was in a rush to get on before 1/6.

Pointless.
So a massive ultra desireable stunning huge country house for £2million with a rubbish energy report is really going to deter some rich determined person from buying it.
Or in fact stop people gazumping? In fact the gazumping thing I really don't understand at all

How can any government plan something for 10 years and within a week of 'roll out' defer indefinately? It's beyond incompetence.

Reason for the HIP's is that the Gov are expecting a minimum of 110 Million in VAT which they hav levied on the packs. Its a stealth tax.....
So they really didnt want to put the release back any, they must be gutted.

If vendor refuses buyer's offer, property once again open to offers.
If vendor ACCEPTS buyer's offer, both buyer and vendor lodge 10% of sale price with notary.
Should EITHER drop out of the sale for any but a really good reason, (failure to get mortgage, found out there was a motorway planned through the garden etc), the other party receives BOTH 10%'s.
