Issue with congestion charge

Default Issue with congestion charge

Did a family outing to the big smoke on Mon, ring up this morning to willingly pay Red Ken his dues, to be told I'm being fined £100 for late payment. (reduced to £50 if settled in 14 days.)
My issue is that a no point on entering the congestion zone does it set out the payment terms & therefore how / when penalties are incurred and levied.
Why, as a very infrequent vistor to London, should / could I know this ?
Is this a reasonable defence to the penalties, are there are any ways to avoid a late payment fee ?

Ignorance is not a reasonable defence IMHO

Anyone who's about to go into a C Zone for the first time should really look up the rules first..

exactly the same position - go to london once every few years, took the kids on sunday for some shopping and found out today its £100 because i didnt pay Monday!

Sunday? You don't have to pay the congestion charge at weekends.

I forgot to pay the congestion charge once so I phoned the next day to pay it and was told it was too late. I never recieved anything through the post after that so it looks like I didn't get spotted on a camera, that was nearly 2 years ago by the way.

No, anybody going in to a C Zone should remove their number plates first
