I should have thought that allotments are run by the local council, and to get a better picture of your area it'd be best to call them up and find out. Think the info you require is very area specific and somebody posting up their answers might live 300 miles away.
Have you tried a t'internet search for your local council. Being Friday you cant call anyone for a few days.

My wife has an allotment. I'm not sure of the cost but its minimal. She's not allowed to keep any livestock on hers at all, but she can grow anything providing it doesn't take several years to mature (eg trees), but small fruits etc., no problems. She can grow flowers or vegetables but no narcotics! (there are 3 coppers with plots on her site)
Its 5 minutes walk away. She was on the waiting list for over a year. It requires quite a lot of dedication to keep an allotment as you have to do a lot of digging and have a responsibility to keep it weed free.
I think all allotment pitches are supposed to be the same size.

we got 3 plots on southcoast.20 rods approx in size each.rent is about £20 a year for each.big, big waiting list.1 we use for flowers,1 for mixed fruit/veg,1 grassed and planted with fruit trees.not allowed to keep animals but theres a national debate going on about that cause as you may know allotments came into their own during ww2,digging for victory and govt at time tried to encourage self sufficiency in fruit and veg and small animals like chickens etc.local authorities today reluctant to encourage hens etc for all sorts of reasons!!!!but some doubt about their right to bring in these byelaws.

Ive had one about a month!
Growing just veg at the mo. I am allowed chicken and trees, cost £38.02 a year. Its about 40m x 8m. Was on waiting list for 6 months, im told the list is now massive. Problem is the old timers have 2,3,4 plots because back in the day nobody wanted them. So prepare for a long wait.
