Be careful.......my kitchen ceiling needed removing by a specialist as the artex contained asbestos. You need to know when it was originally done and then take advice.

I have an old house with artex on a couple of ceilings, very likely cotaining asbestos. In one room I have replastered - layer of bonding first and then skim over the top. It was a bit of a hassle covering the artex with the bonding so in the next one I will be plasterboarding over the artex and then reskim.
There are artex removers available - you apply them and then scrape off. You could get lucky and end up with a smooth ceiling without the need to reskim, but unlikely.
One thing to bear in mind with bonding and reskim is the extra weight - if your ceiling is old lath and plaster you could have problems. In this case plasterboard screwed to the joists and reskimmed would be the way to go.

If you're short on height then rip it out and start again.
If you've plenty of height in the room then skim over it.
Sanding it down is dont even bother, unless you want to pay someone to do it for you and let them go
I was with a "Posh" client and her builder in an old farmhouse she was buying and the whole ground floor had artex ceilings. She asked him if he could sand it down as she wanted as high ceilings as possible - she got a 2 word answer if you catch my drift...

The house we moved to last year had artex ceilings throughout, and no way could I live with it. We got a plasterer in who went over the ceilings first with a scraper to scrape the artex down a bit, then a coat of some PVA sealant and finally a reskim with plaster.
