That's the American spelling. In English, "licence" is the noun, used in "TV licence", and "license" is a verb, used in "to license".

In British (or uk english) licence is the noun form, and license is the verb, so a when a licensee has a licence, they are licensed by a Licensing Authority.

If people then admit to having a TV or leave it on display then they will get done. If it can't be seen it's pretty unlikely they can do anything other than hassle you with letters. If you really do not have a TV you have probably experienced this hassling - their default position is that everybody has a TV and its down to you to show you haven't. To stop the hassling you have to invite them in and show that you either have no TV or that you have a TV but no ariel and all the channels are de-tuned from recieving anything other than Games / Video / DVD input.
Yes we have all heard about the TV detector vans, but TBH, while the technology exists within military circles, it seems that evidence has from these vans has not been used as people admit to the offence without it being needed. I suspect it is because of people's fear and that they know they are doing wrong that they admit. Personally if I could opt to not have the BBC channels and not pay a license fee I'd be there like a shot. It pi$$es me off that I have pay nigh on £200 a year for something I don't use.

I had a few letters when from them a few years back. As intended, I got one before I had a visit. Mate had a visit and he apologised and they gave him a week to get one. As long as you don't pretend the TV is an aqaurium and you're nice to the inspector......

what happens is..
They identify themselves as from tv licensing, and ask you if you can produce your tv licence, if you cant, they formally caution you, and then proceed to ask loaded questions without any form of traceability or transcript or recording of the questions.
Once the questions have been asked, and they think your finished, they then follow up with the "we will report our findings for consideration, and you may be prosecuted"
they seemed to forget the fact that the reason i couldnt produce a licence, was due to there own incompitance in issuing a licence,
suffice to say the licence arrived on my mat the next day, and i never heard anymore.
but they are a bunch of robbin barstewards
