The young girl with the yellow umbrella is the guy's 5 year old daughter, who was with him as he was dealing drugs. He was found with a huge wad of cash, and large quantity of drugs in his pockets when they finally searched them.
After they had had him in cuffs some daft bint who had seen this happening had a go at the police officers for arresting the scumball dealer in front of his daughterlike that. I would have thought that the daughter was learning a valuable lesson, namely daddy is lowlife filth who deserves every thing he gets...

Was probably complaining the week before the police don't do anything to get the drugs off the local streets !!

2 copper's couldn't cuff him 
but the goverment etc expect us normal people to use just reasonable force to protect ourselves against scum bag's who'll do anything to get away !!!!

They can aid the development of muscle mass, but he was hardly Arnie was he? 
Being high would have certainly made a difference though. I think this was a case of the coppers knowing they were on film and having to make every attempt not get too heavy handed with him. I would suggest that had the cameras not been rolling he would have been subdued the first time he was on the ground
