Airbags do not deploy below a certain speed because they provide no benefit (plus it can cost big money to replace the airbags, not good if you have a minor bump in the supermarket). There is a speed interlock in the airbag system which means it can't go off if when stationary.
Even when activated modern airbag systems deploy at different rates depending on the speed of the vehicle at impact. Also they deflate almost immediately afterwards, unlike the example in the video.
