Ive seen something similar to this before actually made by Greddy or Blitz of all people 
but its used for a purpose. it slows the exhaust gases etc etc. advertised as a neighbour friendly device which you pop on your car before you start it up in the morning (presuming you have some noisy motor like the Impreza/Skyline/RX7 etc..... ) then just pops off easily......
Hang on no I havent, its not a gay spinning thing. its a valve that you fit inside the exhaust... doh

Done many years ago on the BPM twister - 3 spinners 'n all. They were inside the 'silencer' though but still visable. Loudest exhaust I ever heard too.

Well i'll soon be fitting one of these to my Tail Pipe to further Aid the extraction of exhaust gases & help remove those harmful emissions
