New taxation class!
Saw in the paper yesterday that NL are proposing to charge licence fees to firms who sell Horse Manure for garden compost.
The idea is that the firms will be regulated and have to be prepared for inspections to make sure that the storage facilities etc are up to scratch. Doubtless the authorities will be issuing a range of targets to be met and forms to fill in to keep them up to speed with the progress of the business in this respect.
This will be particularly espensive to small businesses such as horse riding stables or the like.
This is a genuine story even though it really does stretch the limits of credulity.
If they were to tax their own bull**** we would all be millionaires by next year!

Is it to do with the smell of horse sh*t being rather unpleasant and the people whose animals produce it not actually giving a damn about who they upset? Serve the lot of them with ASBOs, especially if they dare take their pets onto the road and demand right of way.
Fact : the best use for a horse is cooking it up and serving it as a steak

There was a report about this last night on our local BBC news programme.
Tis true I'm afraid. Indeed my understanding is that has already gone beyond the proposal stage - it is fact and comes into force from July.
Whilst the report centred on the enormous impact it will have on the racing yards in Newmarket, it won't just affect stables/horse owners/trainers. My understanding is that it is not limited to stable manure - it potentially affects producers of any form of composted material. From memory, no "tax" is charged for less than 5 tons per annum, the tax then starts at £250 and rises progressively.
DEFRA's spokeman was unable to deliver a convincing argument as to why the tax was really necessary. Conincidentally, a farmer friend tells me that DEFRA is now known locally as "Department for the Extinguishment of Farming and Rural Activities". Just about sums it up
