Question Data Protection Act

My GF is having fun and games with the local council atm, last night on the phone to them, she says "That's it, I am getting nowhere here, can you please talk to my partner about this, I don't understand" she hands me the phone I go to speak and get told that due to the data protection act they are not at liberty to discuss her 'business' with me.
Surely if she has given her consent then I can talk to them about it?

Correct or not ?

IIRC, the dpa will not allow them to tell you anything relating to her business, without her consent and it HAS to be in WRITING.
